Tourism SkillsNet Ontario (TSNO) Regional Working Group

Terms of reference

Background

The first of its kind in Canada, OTEC created the award-winning Tourism SkillsNet Ontario (TSNO) alliance in 2018 to align provincial workforce strategy with local industry collaboration around industry-specific regional labour challenges. Led by OTEC, Tourism SkillsNet Ontario builds community partnerships, helps businesses access resources and training, and advocates for local tourism and hospitality operators across Ontario.

The intended structure and governance cascades from a Provincial Advisory Council to community-level Regional Working Groups in various destinations across Ontario. TSNO brings a wide range of sector stakeholders together with the shared goal of driving innovative workforce development solutions – including employers, industry associations, regional tourism organizations, equity-seeking groups, employment service providers, training and educational institutions, municipalities, and workforce development organizations.

Meeting logistics will be coordinated and facilitated by OTEC on a quarterly basis. OTEC will record all meeting minutes and distribute them via email.

Mandate

TSNO Regional Working Groups provide a forum for local perspective and data driven strategic direction to inform workforce development projects and initiatives which support the tourism and hospitality sector. TSNO members also advise on and support advocacy efforts to maximize the inclusive economic potential of the tourism and hospitality sector at local and provincial levels.

The primary role of TSNO Regional Working Groups:

  1. Build and sustain partnerships that identify and address shared sectorial workforce development needs and priorities in the tourism and hospitality sector in Ontario.
  2. Connect supply and demand channels through community engagement. Bring together stakeholders to share best practices, champion local efforts, enhance communications, and pursue grassroots collaboration to accelerate recovery strategies within the region.
  3. Strategize on the dissemination of information, including trends and real-time data and forecasting models, to the local businesses and community stakeholders.  
  4. Support employers in their recruitment and retention needs through access to training opportunities and best practice sharing, and provide input into training curricula and skill gaps.
  5. Continuously identify and communicate barriers and opportunities in the region, including establishing regional readiness and identifying organizations that can support new project activities.

Membership Commitment:

  1. Members are asked to register and sign a terms of reference document which is reviewed every three (3) years or as required.
  2. All Regional Working Group members, including OTEC members, have the responsibility to help achieve the Regional Working Group’s mandate and role. Members are also responsible for:
    1. Participation in planning and discussion that aligns strategic vision, goals, objectives and workforce-related initiatives to the region needs.
    2. Providing input to help identify local needs and priorities.
    3. Attending meetings on a quarterly basis, or when scheduled. If you are unable to attend a meeting, you are invited to contribute by sharing updates in advance, providing a representative on your behalf, and/or distributing communications to your extended networks when appropriate.
    4. Refer and promote the initiatives at sector events and refer candidates to training providers where applicable.
    5. Redistribute Tourism SkillsNet Ontario communication messages and seek promotional opportunities for TSNO at sector level events.
    6. Leverage knowledge, technology, and innovation of alliance partners.
  1. Members will periodically be asked to provide data for needs assessment, evaluation purposes, and to assess impact of TSNO initiatives; this could be done through TSNO annual member surveys, pulse surveys, focus groups, and one-on-one interviews.
  1. If member contact information changes or you would like to withdraw from the Regional Working Group, please ensure that you notify OTEC to ensure that our records are up-to-date and accurate.

Members will contribute to the working group in the following ways based on organization type:

Employers: Demand-side stakeholders in the community; consumers of labour.

  1. Foster relationships with local community support organizations and educational institutions.
  2. Communicate anticipated hiring needs, training needs and identified skill gaps.
  3. Support TSNO by recruiting from participating members’ programs.
  4. Communicate working group updates in professional membership groups and sector stakeholder events.
  5. Be involved in industry efforts to impact labour shortage and retention gaps.

Development & Skills Training Providers: Demand- and supply-side stakeholders which work with individuals in the community to develop workforce readiness and align skills with labour demand (i.e., employment service providers, sub-contracted training delivery partners, service system managers, academic institutions)

  1. Deliver sector-specific employment training to workforce candidates where applicable, coordinate with TSNO and sector employers to place trained candidates.
  2. Provide employment staff with information on how to refer tourism and hospitality employers to TSNO for membership and support with workplace-based services and supports.
  3. Communicate their organizations training offerings to TSNO regional working group.
  4. Participate in prototypes for virtual service delivery and other tools and technology to support industry needs.
  5. Refer eligible participants to sector-specific training programs offered by local TSNO members and/or OTEC.
  6. Share and validate planned initiatives with TSNO regional working group to reduce duplication and coordinate resources.

Referral, Advocacy & Communications: Stakeholders with established channels of communication with industry (demand-side) and/or workforce (supply-side) in the community that convey messaging and coordination throughout the network (i.e., Regional Tourism Organizations, Destination Marketing/Management Organization, Workforce Planning Boards, etc).

  1. Refer employers and candidates to training providers.
  2. Promote and amplify TSNO information and resources through your network.
  3. Share regional insights and issues back to TSNO regional working group.
  4. Utilize provided insights and labour market intelligence in your planning and local advocacy activities.
  5. Contribute your knowledge and provide solutions and direction for long term workforce development efforts in your community.
  6. Leverage knowledge, technology, and innovation of alliance partners.
