The RTO4 Workforce Development / Retention Strategy and Labour Plan seeks to define what needs to be done to position tourism businesses for strong and sustainable growth. In this report, the communities of Elora and Fergus were used to focus the business case for workforce
development at a hyper-local level. By doing so, lessons may be learned to help other communities.
